MAIL program

Hi everyone,

I've written a simple mail program for the sim, based on but far simpler
than FS and LOGMES used to be. It's called $MAIL and there's a help file,
$MAIL.TXT.

Until we track down a source to LOGIN, we can't make it automatically print
messages when you log in, so you'll have to manually TY MESSAG.TXT to see
if you have mail.

For now, this does only user-to-user mail within RSTS, but the hope is to
add an internet function once Gary and Jim get the communications protocol
set up.
