University Police arrest Newark man unaffiliated with UD for multiple bicycle thefts

University of Delaware Police have made an arrest stemming from on-campus bicycle thefts dating to November 2024.

Frank Montgomery, Jr., 33, of Newark, has been arrested and charged with two felonies — receiving stolen property valued over $1,500 and possession of burglar tools or instruments involving the disabling of security systems. Montgomery, who is unaffiliated with the University, faces two additional misdemeanor charges, along with unrelated outstanding capiases.

UD Police recovered several unsecured bicycles, including one with a cut lock, on Nov. 24 in the area of the Biden Institute and the South Green. Through investigation, officers determined that a subject had stolen multiple bicycles from Newark Campus bike racks by cutting their locks and loading them into a rented moving truck. UD Police have identified at least three University students as victims in the thefts.

Montgomery was arraigned on April 27, receiving $10,102 secured bail. He was admitted to Sussex Correctional Institution and was given an unconditional trespass warning from the University.
