The Institute for Public Administration (IPA) partners with local education agencies, state departments, and their constituents to improve educational opportunities for all Delaware students through a wide range of services.

Launch into Your Future Month
IPA staff supports the project management and research work of the Delaware Higher Education Office (DHEO) by helping to boost student success post-graduation. High schools select one week where seniors are given time during the school day to plan their postsecondary steps to a fulfilling and wealth-generating career.
Redding Consortium for Educational Equity
IPA provides operational, research, and data analysis support to the Redding Consortium for Educational Equity, which recommends policies and to the Governor and Delaware General Assembly that will achieve educational equity and improve educational outcomes for students.
Delaware Center for Civics Education
Sponsored by the Delaware Department of Education, IPA staff members develop curriculum, coordinate the state's student mock election, host author events, and lead an annual summer institute for Delaware teachers to strengthen civics education in Delaware.
Meet our Team
Kelly Sherretz is a Policy Scientist at IPA. She is responsible for overseeing the Education Services Team. Her work focuses on access to quality education for all children, birth through college and career in Delaware. Kelly’s projects vary from policy analysis to data analysis. She received both her B.S. in Elementary Education and Master’s in Public Administration from the University of Delaware.
Haley Burns is an Assistant Policy Scientist at IPA; her work and research focuses largely on P-12 education and education equity. Haley earned her B.A. in English and public policy and Master’s in Public Administration from the University of Delaware.
Alaina V. Robinson is a Policy Specialist II at IPA. Her research focuses on improving student outcomes with the Redding Consortium for Educational Equity and promoting access to higher education for Delaware students through College Application Month. Alaina graduated from the University of Virginia with a B.A. in Political and Social Thought and earned her Master’s in Education Policy from the University of Pennsylvania.
Fran O’Malley is a Policy Scientist at IPA serving as Director of the Delaware Center for Civics Education. Fran’s current projects include developing civics curricula and assessments for Delaware schools, facilitating professional learning, and serving as a state coordinator for the National Center for Civics Education and in advisory roles for the Council of Chief State School Officers (CCSSO) and the National Assessment Governing Board (NAGB). He also helps prepare future teachers by teaching a Civics and Economics for Teachers course and serves on the Boards of the Hockessin 107c Colored School and the Delaware Law Related Education Center. Fran earned his bachelor’s degree from St. Joseph’s University (Philadelphia) and his Master’s and ED.D. from the University of Delaware.
Scott Abbott is Assistant Director of the Delaware Center for Civics Education (DCCE) at IPA and he supports civics education by teaching current and future teachers, writing curriculum and assessments, developing policy, and coordinating authentic civic learning experiences for students. Scott earned a BA in History and MAEd in Secondary Social Studies Education from Wake Forest University, and an Executive Masters in Leadership from Georgetown University.
Engaging Students in APPLIED Research
Taylor Hawk earned her Master of Public Administration degree from the Biden School in 2017. She also received her B.A. from the University of Delaware as a triple major in Public Policy, Political Science, and English with a Spanish minor.
While working as a Public Administration Fellow with the Institute for Public Administration, Taylor conducted research on education policy and developed project management tools for the College Application Month initiative, which provides an opportunity for high school students to apply to secondary education during the school day. As a student, Taylor presented on her research at the national Consortium for University Public Service Organizations conference.
These experiences ignited Taylor's passion for education equity and school funding reform.
