Maybe someone has a RSTS manual (or a good memory) and is just using the
SYS call to create accounts. You can do it that way without bothering
$ACCT.SYS.

Meanwhile, is there a program out there that prints out the contents of
$ACCT.SYS? It would be nice to have a "WHO" program of some sort to know
who everyone is.
