The Joseph R. Biden, Jr. School of Public Policy and Administration at the University of Delaware offers several paths for undergraduate students interested in making a difference in the world through environmental policy, public policy, and effective leadership.
Our faculty includes experienced government and nonprofit professionals as well as leading researchers across a variety of disciplines. This gives our students a variety of perspectives so that they can approach the challenges of today's world with a well-rounded, practical, innovative education.

Leadership majors accept the challenge of leadership in an increasingly complex, global, and fast-paced world. With strong backgrounds in communication, business, creativity, policy, decision-making, innovation, strategic planning, and project management, our graduates are prepared to lead change that improves the lives of individuals, and provides vision for the future growth and well-being of public, private, government and community organizations.
Public Policy majors learn how to formulate, evaluate, and promote policy options that can make a difference in their cities, nations, and the world. The major draws from many disciplines, including law, economics, political science, sociology, history, urban studies, geography, and environmental studies. Our students learn about the public policy process and develop substantive knowledge in policy areas such as health, education, and the environment.
The distinctive Delaware model of public policy education integrates academic excellence with professional experience by enabling students to work side-by-side with faculty and professionals to apply learning from their classrooms to the actual policy challenges of communities and organizations.
The Bachelor of Science degree program in energy and environmental policy (ENEP) is a STEM program that provides students with cross-disciplinary knowledge and analytical skills to address local, national, and global energy and environmental issues. Core knowledge of the major includes an understanding of underlying policy and economic frameworks for the analysis of energy and environmental problems. Familiarity with scientific and engineering concepts and research on energy and environmental technology is also provided.
The Minor in Public Policy examines how communities address their complex challenges in such arenas as health, education, housing, energy, poverty, economic growth, and environmental sustainability. In this program, you will learn to incorporate interdisciplinary perspectives into solving policy challenges that impact all types of communities.
The Minor in Energy & Environmental Policy (ENEP) provides students with cross-disciplinary knowledge and analytical skills related to local, national, and global energy and environmental issues. Core knowledge in ENEP coursework includes an understanding of underlying policy and economic frameworks for the analysis of energy and environmental problems. There are more than 1,500 transfer students at the University of Delaware. Over half are Delaware residents; the others come from as far away as China. UD will transform your passion into success no matter where you're transferring from.
Open to all undergraduate students, the certificate in Citizenship and Democracy will help you:

The Discover Public Policy and Administration 4+1 program is open to any UD undergraduate student who has completed 60 credits. Students can apply courses to earn one of the master’s degrees below within five years of full-time study, saving time and money.

4+1 Accelerated degree programs
Complete your bachelor's degree and a master's program in just five years! Students complete a traditional four-year undergraduate program in four years and then pursue a master's program in the fifth (+1) year saving time and money.
The Biden School offers a combined 4+1 Bachelor of Arts (BA) in Africana Studies and Master of Public Policy (MPP) program that allows students to complete both the BA and the MPP in a total of five years of full-time study. The program is open to Africana Studies students in the Law, Public Policy and Social Justice concentration only. All requirements of both degree programs must be satisfied and up to 15 credits of graduate coursework may be dual counted to satisfy requirements of both the BA degree and the MPP degree.
The Biden School offers a combined 4+1 Bachelor of Arts (BA) in Art History and Master of Public Administration program that allows students to complete both the BA and the MPA on an accelerated basis. All requirements of both degree programs must be satisfied and up to 12 credits of graduate coursework may be dual counted to satisfy requirements of both the BA degree and the MPA degree.
The Biden School offers a combined 4+1 Bachelor of Arts (BA) in Art History and M.A. in Urban Analytics & Policy program that allows students to complete both the BA and the MA on an accelerated basis. Qualified students in the ENEP BS degree may apply for the combined ENEP 4+1 BS/MS degree. Whereas the traditional program for the BS degree involves four years of undergraduate work and the MS degree requires an additional two years of graduate work, the 4+1 program allows students to earn both degrees within a five-year period.

The program is open to students in all Women and Gender Studies concentrations. All requirements of both degree programs must be satisfied, and up to 15 credits of graduate coursework may be dual counted to satisfy requirements for both the BA degree and the MPP degree.
