The University of Delaware has the distinction of having the first doctoral and master's degrees in the combined fields of energy and environmental policy (ENEP) in the United States. The Biden School's ENEP, a STEM program, has earned international recognition as one of the three best graduate programs in the field.
The interdisciplinary ENEP degrees are administered with the support of six schools and colleges at the University: Agriculture and Natural Resources, Arts and Science, Biden School, Business and Economics, Engineering, and Earth, Ocean and Environment. The degrees are intended for individuals who wish to focus their graduate programs on interdisciplinary energy and environmental policy studies.

The Master of Energy and Environmental Policy (MEEP) equips students for careers in energy and environmental fields through courses focused on social science, science, engineering and research methods related to the key sustainability challenges of societies throughout the world.
The MEEP degree combines rigorous academic studies, in-depth analysis of energy and environmental policies, praxis in the design of energy and environmental policies, and participation in public dialogues about the need for equitable futures.
The Master of Energy and Environmental Policy degree prepares graduates to assume positions in policy analysis, planning, and administration within the public, private, and non-profit sectors.
Learning goals:
- Students will evaluate how the interconnections of social, biophysical, and technical systems influence policy development, implementation, and evaluation.
- Students will apply policy and governance theories to evaluate the influence of politics, economics, and demands for social justice on sustainable development.
- Students will analyze and respond to the competing values, interests, and goals of diverse stakeholders in energy and environmental decision-making at local, national, and international scales.
- Students will apply critical thinking and analysis skills to support development, implementation, and evaluation of evidence-based energy and environmental policies.
- Students will demonstrate professional skills in policy analysis and research, and communicate their findings to diverse audiences.
The 36-credit hour Master of Energy and Environmental Policy (MEEP) program offers two Master’s degree options, one with and one without a thesis requirement. Both options require formal coursework in the concepts, methods, and professional practice of energy and environmental policy analysis and planning.
Biden School graduates work in academia, politics, government, law, policy, activism, non-profits, and the private sector.

- The Biden School does not require the GRE for admission.
- The Biden School accepts the minimum English proficiency test scores listed in the Graduate Admissions Test scores section.
The UD Graduate College and the Biden School cannot waive fees solely based on financial hardship.

Biden School Application Fee Waivers: If you do not meet Graduate College criteria for an application fee waiver, then you may be eligible for a fee waiver through the Biden School based on your academic merit.
You can begin an application and apply without submitting a payment.
Application review will begin on December 15, 2024. We cannot answer fee waivers until after the admissions committee has reviewed your application. Waivers are granted based on the Biden School goals below:
- Recognizing exceptional student achievement and merit.
- Increasing social mobility by supporting first-generation college students.
- Expanding the diversity of our student body by encouraging applicants who bring unique perspectives shaped by life experiences, such as overcoming significant barriers, navigating systemic inequities, or contributing to underrepresented perspectives.
- Expanding our cultural and experiential diversity by enrolling individuals with significant work experience, applied expertise, international perspectives, or military service.
Fee waiver decisions are typically made by the end of February.
Once the admissions committee has reviewed your completed application, you will receive an email indicating whether we can grant a waiver.
