Captain Tywan Brooks

Captain Tywan Brooks (MPA '23) began his military career in 2012 when he joined the Delaware National Guard. In 2014, he commissioned through the Delaware Officer Candidate School at the 193rd Regional Training Institute. His first assignment was as the First Platoon Leader with the 153rd Military Police Company, based in Delaware City. In this role, CPT Brooks demonstrated his leadership abilities early on, completing the Military Police Basic Officer Leadership Course and successfully guiding his platoon through two rigorous annual training cycles.
In 2016, CPT Brooks was selected as the Traditional Commander’s Activities Coordinator under United States Southern Command (USSOUTHCOM) for the Delaware State Partnership Program with the Trinidad and Tobago Defence Force. This prestigious role highlighted his exceptional organizational and diplomatic skills. During this assignment, he was instrumental in facilitating Delaware’s participation in a range of international exercises and conferences, fostering strong ties between the Delaware National Guard and the Trinidad and Tobago Defence Force.
In 2019, CPT Brooks transitioned to the Active Guard/Reserve (AGR) program, taking on the role of Operations Officer for the 31st Civil Support Team (CST). This position came with significant responsibilities, as he contributed to some of the Guard’s most critical missions. CPT Brooks played a key role in three separate COVID-19 response missions, coordinating efforts to protect public health during the global pandemic. Additionally, he supported high-profile national events, including the 59th Presidential Inauguration and two State of the Union Addresses, while also providing leadership at numerous local and regional events. His ability to manage complex operations demonstrated his adaptability and commitment to excellence.
In April 2023, CPT Brooks assumed command of the Headquarters and Headquarters Detachment (HHD) for the 72nd Troop Command. Balancing this role alongside his duties with the Civil Support Team, he skillfully managed dual responsibilities. He dedicated his weekends to leading the Brigade-level command staff, ensuring that annual training requirements were met and that the needs of his soldiers were addressed. His dedication to his unit and its mission exemplified his leadership and work ethic.
In July 2024, CPT Brooks began a new chapter as a Bilateral Affairs Officer, a role that underscored his expertise in international relations. Assigned to the U.S. Embassy in Trinidad and Tobago, he also took on the position of Humanitarian Assistance Program Officer. In this capacity, he orchestrated the donation of two Containerized Medical Units, advanced facilities capable of operating off-grid and being relocated as needed. These units have provided vital support to medical centers and hospitals in Trinidad and Tobago, significantly enhancing their capacity to respond to healthcare challenges.
Captain Brooks holds a Bachelor of Arts in Political Science from the University of Delaware, where he graduated in 2012. He furthered his education by earning a Master of Public Administration from the Biden School of Public Policy and Administration in 2023. His academic background complements his extensive military experience, equipping him with the skills needed to excel in both leadership and public service.
