Job Title: Policy Director for the Senate Majority Caucus, Delaware General Assembly

Taylor Hawk (MPA '17) is the Policy Director for the Senate Majority Caucus of the Delaware General Assembly. In this role, Taylor assists the caucus’s fourteen senators during every stage of policy development, from researching emerging policy topics to facilitating stakeholder engagement. Before joining the policy team, she served as the Legislative Assistant to Senator David Sokola and the Executive Assistant to Senator Nicole Poore. She has also worked as the Policy Analyst for State Engagement at EdBuild, a nonprofit organization that worked to modernize school funding systems and raise awareness related to the current problems with the way states fund schools. There, she spent time analyzing education funding laws and finance data to provide recommendations for state partners, including policymakers and advocacy organizations.

Taylor earned her Master of Public Administration from the University of Delaware in 2017. She also received her B.A. from the University of Delaware as a triple major in Public Policy, Political Science, and English with a Spanish minor. At the Biden School, Taylor served as a two-time Legislative Fellow, which provided her with hands-on legislative experience. During her time at UD, she also worked for four years as a public administration fellow with the Institute for Public Administration on projects related to education policy. This experience was especially impactful for Taylor, igniting her passion for education equity and school funding reform.
