Job Title: Chief of Staff, Majority Caucus-Delaware House of Representatives

Nicholas Brock (M.A. ’16) is the Chief of Staff for the Delaware House of Representatives' majority caucus. He oversees strategy, operations, and communications for the majority caucus and effectively ensures legislative priorities are advanced.

In his former role as Magistrate in Delaware’s Justice of the Peace in New Castle County, Nicholas adjudicated criminal and civil cases within the Justice of the Peace jurisdiction. This jurisdiction included conducting arraignments in determining bond and issuing arrest and search warrants in all criminal cases. Prior to this role, he served as the Chief Legislative Policy Advisor with Wilmington City Council and as a Legislative Aide to former Delaware Senate Majority Leader Margaret Rose Henry.

During his time at the Biden School, Nicholas served as a Legislative Fellow for the House of Representatives Majority Caucus during the 148th legislative session. He later returned to the Delaware legislature as a summer law clerk with the General Assembly’s Division of Research while attending Drexel’s Kline School of Law during the 150th legislative session.

Nicholas often credits his legislative fellow experience with helping him understand the intersection of government, law, and policy. His understanding of the relationship between advocacy, policy development, and the intricacies of statutory law formation was founded on his first-hand experiences working with government agencies on legal issues with policy significance.
