Job Title: Legislative Director, Delaware Department of Health and Social Services (DHSS)
Jules Emory graduated in 2016 with her Bachelor of Science in Human Services and a minor in Disabilities Studies from the University of Delaware (UD). She then completed her master’s degree in Public Administration in 2018, where she spent time working on numerous research projects through the Institute for Public Administration (IPA) and served as a Legislative Fellow for the House Majority Caucus.Currently, Jules is serving as the Legislative Director for the Delaware Department of Health and Social Services (DHSS) where she oversees and coordinates all Legislative activities across the state’s largest department. Having previously held the position of the Cabinet Secretary’s Executive Assistant and Policy Assistant for over two years, Jules has a wealth of experience working with those at the executive level and some of the state’s highest ranking elected officials.
Jules also spent time as a Legislative Assistant for the House of Representatives after her time as a Legislative Fellow which has allowed her to gain invaluable experiences navigating the complexities of the legislative process and policy development across both the Executive and Legislative Branches.
Jules is driven by her passion for improving access to healthcare and addressing the needs of the state’s most vulnerable communities, including individuals with disabilities and the aging population. Outside of her public service, Jules enjoys spending time outside on the softball field or Delaware’s state parks.
