Jennifer Daniels

Job Title: National Poverty Fellow, Institute for Research on Poverty, in residence at the U.S. Department of Health and Human Services
Dr. Jennifer Daniels holds a Ph.D. in Urban Affairs and Public Policy ('22) from the University of Delaware’s Biden School of Public Policy and Administration and a Master of Social Work degree from Delaware State University. She currently serves as a National Poverty Fellow at the Institute for Research on Poverty and a resident at the U.S. Department of Health and Human Services. In this role, she supports applied research and evaluation efforts focused on federal human services programs.
Dr. Daniels’ work spans research, policy analysis, and program evaluation with federal, state, and non-governmental partners. She has contributed to projects addressing public assistance programs, working with diverse communities, workforce development initiatives, and service delivery innovations. Her research has been presented at national conferences, and her work has been recognized with honors, such as the Biden School’s Best Dissertation Award and the U.S. General Services Administration’s Equity Fellowship.
With a background that blends academic research and hands-on program work, Dr. Daniels is committed to producing actionable research that supports effective policymaking and program improvement.
