Job Title: Energy Programs Manager (Principal Planner), State Energy Office, DNREC Division of Climate, Coastal and Energy

Brett Swan graduated with a dual BA in Political Science and History in 2017 from Mercyhurst University and then a Master’s of Public Administration from the Biden School in 2019.

While at UD, Brett worked as a research assistant for the Institute for Public Administration (IPA) and was a Legislative Fellow in the Division of Research. Brett credits his experience as a Legislative Fellow and the MPA program for leading him to his first position after UD. One day after the legislative session had ended, he was offered a Planner position with the Department of Natural Resources and Environmental Control (DNREC) to lead the Green Energy Fund. Thanks to the experience with public policy research and analysis gained at the Biden School, he quickly moved on from that position to join DNREC’s energy policy team. From there, Brett served as the staff lead for the Governor’s Energy Advisory Council and was one of the lead authors of DNREC’s updated 2024 State Energy Plan. He is currently the Energy Programs Manager for the State Energy Office, overseeing all state and federal energy programs.
