WEEKLY SCHEDULE

COURSE OBJECTIVES:

Introduce students to the practice and principles of community economic development in the United States. 

Introduce students to concepts, theories, analytical techniques and policies relevant to community economic development.

Introduce students to current community economic development issues locally, nationally and internationally.

Develop students’ ability to recognize, understand and respond to economic development issues.

FORMAT:
Lectures by the instructor.
A Problem-Based Learning format using presentations by students, and individual and group projects.
Class discussions based on readings on relevant topics.
REQUIRED TEXT (AND READINGS):
Text: Shaffer, Deller and Marcoullier, Community Economics: Linking Theory and Practice, Blackwell Publishing, 2004.
Class handouts; readings in the Agriculture Library, Townsend Hall; and World Wide Web sites will be used. Access to ADOBE Acrobat Reader is required.
CLASS ATTENDANCE: Class attendance and participation is required.

COURSE GRADING: Grades will be assigned on the following basis:

Generally, an average of 93% and above is an A, 83%-93% is a B, etc. However, the  instructor reserves the right to curve these limits up or down
ASSIGNMENTS:
Assignments (including reading assignments and presentations) will be due in class on a specified date. A 10% per day reduction in grade will occur for the first three days after an assignment is due. After three days, no credit will be given.  Exceptions to this must be approved by the instructor prior to the day the assignment is due. Assignments must be word processed, neat and organized. Assignments that are late without permission or do not meet the above criteria may be penalized or not accepted for credit.
EXAMS:
 Exams will be essay questions.
DISRUPTIVE BEHAVIOR:
 Disruptive behavior in the classroom (eating, talking during lectures, consistently leaving early or arriving late, etc.) will not be tolerated and will be the basis for asking a student to leave the class.  Persistent disruptive behavior will result in being dropped from the class and denied attendance.
ACADEMIC HONESTY:
 Academic honesty is expected in this class.  Simply, you must do and turn in your own work.  Please be aware that an instructor has no choice but to refer cases of academic dishonesty to the Judicial System.  If you are unsure of what constitutes academic honesty at the University of Delaware, see the Code of Conduct Section of the Student Guide to University Policies or the Instructor. 
 READING ASSIGNMENTS:
 The accompanying reading list provides an outline of the subject matter of this course, as well as a list of reading assignments.  These reading assignments include text chapters, articles, material from Web sites, etc. and  provide the basis for the lectures in this course. Assignments may be deleted from this or new assignments may be added at any time.
