As a new employee, there is a lot to learn and do, the information below will provide you with the knowledge and resources to guide you along while you become acclimated to being a Blue Hen.

Onboarding

You will receive an onboarding invitation via email after you have accepted your offer. This will allow you to create your UD ID and email, officially joining the UD Community.

A second email will be sent with the details of your onboarding appointment. Our onboarding team will meet with you and help you prepare for your first day as a Blue Hen.

At your onboarding appointment, your onboarding specialist will help you get started at UD and answer any questions. 

Bring your best smile for your UD identification card photo to make the most of your appointment, and remember to bring your required documents for the I-9:

Human Resources is located at 550 S. College Avenue, Suite 201. Enter from the intersection of S. College Avenue and Discovery Boulevard. The HR office's parking lot is in the smaller lot to the right. There are visitor parking spots available; if you park in any other parking section, payment is required.

Once inside the building, use the door on the left to access the HR office on the 2nd floor. Stairs and elevators are available. If taking the elevator, the entrance to the office will be on the left. If taking the stairs, the entrance to the office will be on the right. Please check in at the front desk when you arrive.

Benefit Information and Eligibility 

Within one week after your onboarding is complete, you will gain access to Flexnet, the benefits enrollment system. You must login to the system to select benefits. Please watch your University of Delaware email account for the New Hire Benefit Enrollment Instructions.

Enroll Online

Please use your Username and Password to begin enrollment.

The following employee categories are eligible for coverage under the University’s health, dental, vision, life and disability insurance as well as tuition benefits and pension/retirement plans.

  • Full-Time Faculty: academic position classified as full-time under the terms and conditions of the AAUP Collective Bargaining Agreement.
  • Full-Time Staff: non-faculty position with a work schedule of 37.5 to 40.0 hours per week for at least nine (9) months during a period of twelve (12) consecutive months.
  • Defined-Term Full-Time Staff: non-faculty position with a work schedule of 37.5 to 40.0 hours per week for a duration greater than twelve (12) consecutive months, but less than thirty-six (36) consecutive months.
  • Temporary Full-Time Staff: This is a non-faculty position with a work schedule of 37.5 to 40.0 hours per week for a duration of no longer than twelve (12) consecutive months.
  • Visiting faculty and visiting exempt staff: Benefits eligibility is limited to health, dental, vision insurances, course fee waiver and ID card privileges.
  • Part-time faculty and staff in benefits-eligible positions prior to 2016 are eligible for the full complement of University benefits but at a reduced contribution level and half of the full-time equivalent tuition benefits.

Who Can Use UD Benefits

Dependents (your spouse and your children up to age 26) may be covered under the health, dental, vision and dependent life insurance plans or apply for UD educational benefits. Spousal Coordination of Benefits; Spousal COB Policy

 

Flexible Benefits: Annually in May; plan year July 1–June 30

Flexible Spending Accounts (FSA): Annually in November; plan year January 1–December 31

Changes that can be made during annual Flexible Benefits enrollment:

  • Change to a different health plan option;
  • Enroll in a health, dental or vision plan if you declined coverage previously;
  • Add or remove dependents (i.e. change your coverage level);
  • Drop coverage for health, dental or vision insurance;
  • Change to a different level of disability and/or life insurance.

Benefits Effective Date

Employees hired on the first day of the month will have benefits effective that day. Those hired after the first day of the month will have benefits effective the first day of the following month.

Application Process

(Health, prescription drug, dental, vision, life and disability insurance)

  • New hires and/or newly benefited employees must apply for coverage within thirty days of their hire date.

  • If employees do not enroll during the first thirty days of eligibility, benefits will be defaulted to First State Basic Medical (Employee Only), Dental (Employee Only), Standard LTD, and 2X Basic Term Life Insurance.  Employees must wait for the annual Flexible Benefits Open Enrollment in May to change coverage (effective July 1).

  • If employees do not enroll in the Flexible Spending Accounts (FSA) Plan during the first thirty days of eligibility they must wait for the annual FSA Open Enrollment in November to apply for coverage (effective January 1).

  • New hires with spouses who currently work in a benefited UD position or with a State Agency can enroll in medical insurance under one "family contract/coverage plan" with one of the employers OR as separate individual contracts/coverage under each employer respectively. Under the DE Eligibility and Enrollment rules, a family contract should be carried under the employee whose birthday comes first in the calendar year. Enrollment


  • In 10-14 business days after enrollment is confirmed, ID cards will be mailed to the employees address on file. Cards will not be issued for the dental plan, please use the dental claim form for the plan ID. Participants may use the appropriate plan claim form to file for reimbursement for services rendered prior to receipt of ID cards, Aetna or Highmark.

  • If you do not receive your ID card within 3-5 weeks after enrollment, call the insurance company directly to request an ID card.

  • If you enrolled but need services before receiving your ID cards, call the insurance company to obtain your membership ID information.  If the membership ID information is not available, you may need to pay for services in full and then file for reimbursement from the insurance company. Be sure to save all receipts.

  • Please check your enrollment confirmation e-mail or Flex Benefits View in webviews to view your benefit elections. Contact information for each carrier can be found on the benefits contacts webpage.

Retirement/

Pension Plan

  • Faculty and staff must enroll in the 403(b)/457(b)  through the TIAA portal in order to participate in the plan.  Please allow 5 to 7 business days from employment setup to access the TIAA portal.

  • Enrollment and/or changes to the 403(b) may be completed at any time during the year.

  • Full-time benefited faculty and staff who are not State Employee Pension Plan (SEPP) participants are eligible for University matching contributions to begin as soon as administratively feasible after an election is submitted through TIAA.

  • Most full-time benefited hourly staff employees are automatically enrolled in the SEPP upon hire.

  • Full-time benefited SEPP participants are eligible to voluntarily participate in the 403(b)/457(b), but with no employer match. Enroll through the  TIAA portal.  Please allow 5 to 7 business days from employment setup to access the TIAA portal.
