Residency Classification Guidelines for Tuition and Fee Purposes
Students are classified, at the time of admission, as either an in-state resident or a non-resident for tuition and fee purposes by the Office of Undergraduate Admissions for undergraduate students or the Graduate College for graduate students. After enrollment, students who believe their initial residency status is no longer accurate may submit a reclassification request for consideration. Before moving forward, please read the complete Residency Policy found on the Office of General Counsel’s website.
If you wish to pursue reclassification please submit a completed Application, the Detailed Budget (if financially independent), and all supporting materials as a single submission. Due to the sensitivity of the information requested, materials will be accepted ONLY as follows:
- Mail (USPS, FedEx, UPS, etc.)
- Upload via this secure link
- By scheduling a drop-off appointment
No materials will be accepted via the residency reclassification email address. Mailed applications/documentations may be sent to:

No materials will be returned to the applicant and are kept on file securely in the Registrar’s Office and destroyed per University retention guidelines.
The deadline for completed applications/materials to be received in the Registrar’s Office is as follows:

Additional Information
- Incomplete applications will not be considered.
- Applications received after the deadline will be considered for the next term.
- Reclassification applications will be reviewed in the order in which they are received. Please allow 10 business days for initial review.
- Applicants are expected to pay their tuition bill at the non-resident rate by the stated deadlines. If approved for reclassification, the applicant’s student account will be adjusted.
- Please be aware that if an applicant is approved for reclassification, University and/or federal aid may be adjusted.
- All communications will be with the applicant (student) via their University of Delaware email account.
